A federal appeals court in New York ruled Thursday that the Defense of Marriage Act (DOMA) is unconstitutional. The court weighed in on the 1996 law that bans federal recognition of same-sex marriages, and became the second appeals court to rule this way. The law won’t change, however, unless the U.S. Supreme Court overturns it.
